The South Korean Environment Minister visited the IEEPA to discuss preparations for ¡°China and South Korea household greenhouse gas reduction" international cooperation meeting, which will be held this September

On July 21st, 2016, South Korea¡¯s environment embassy minister Piao Meizi visited the IEEPA. She discussed the preparations for household greenhouse gas reduction conference between China and South Korea, which will take place this September. Li Junyang Vice-Chairman and Secretary General, attended the meeting, along with IEEPA supervisor Xiao Genwang.

Piao Meizi introduced the arrangement of the South Korean government delegation. The delegation will include members of South Korea's Ministry of Environment, including the former Director of the Department, the Secretary of the Climate Change Bureau, the Chief of the South Korean Environmental Law Carbon Certification Authority, and leaders of green credit cards, carbon credits, etc. Both sides agreed that the meeting will accelerate China and South Korea¡¯s cooperation on greenhouse gas emissions reductions. This is especially true in regards to the household CO2 trading model design, which combines South Korea's experience and China's national conditions to achieve greater success.

Li Junyang thanked Piao Meizi for the arrangement. Chinese and South Korean social organizations have signed a bilateral international agreement for ¡°China and South Korea household greenhouse gas reduction", which is supported by the Environment Departments of both China and South Korea. Under the South Korean government¡¯s arrangement, IEEPA investigated Jeju province in November 2015. They visited the government agencies, banks, communities, businesses, and markets in order to determine how to effectively build green card infrastructure and research carbon credit effects. This achieved fruitful results and has resulted in a series of investigations and research reports designed to promote China and South Korea¡¯s international cooperation projects.

Li Junyang Vice-Chairman and Secretary General also made  statement to the executing agency: "Approved by the Chinese government, the society is under the leadership of a joint venture company. This company will be fully responsible for the implementation of international partnership to reduce greenhouse gas emissions and will actuate and implement the international cooperation project. In this manner, the implementation of the cooperation between China and South Korea will proceed efficiently, achieve the expected results, and allow the two countries to reach the expected CO2 emission reduction goals. Preparation work has begun and the company will begin formal operations in August for China and South Korea cooperation."

The South Korean Environment Ministry assisted the China and South Korean cooperation projects experts and technical teams free of charge. They hope that with the joint efforts of China and South Korea, the ¡°China and South Korea household greenhouse gas reduction" international cooperation will become a model case. It could be used as a reference for South-South cooperation, North-South cooperation, and international cooperation under the UN guidelines.

Li Junyang also introduced the IEEPA's Wuyi Mount Ecological Economy and Civilization Demonstration Base construction project. This will use an "ecological bank" system logo identification, build a model  of separation for property right management and business service rights , introduce social forces and capital into the ecological economy, and build a sustainable development model. The local member enterprises will organize villagers into a cooperative, which will change the traditional input cost model. The villagers will become specialized service workers, which will arouse their enthusiasm and allow them to jointly build an ecological brand and sustainable economic development pattern.

Piao Meizi stated that South Korea has a similar ecological project, in which they gather farmers' private lands and construct ecological gardens. This kills two birds with one stone, by both increasing farmers' income and protecting ecology. The South Korean Environment Ministry could arrange for the IEEPA to visit South Korea, where they can work together to promote ecological economic development and benefit the community.

The two sides also discussed making the respective presidents of China and South Korea aware of their project during the G20 summit or China-ROK Summit. Ideally, the two heads of state will participate in the advertising activity of the project in the future.
