Green and low-carbon development should be given high priority, which means that we should pay attention to economic quality rather than total economic volume. Efforts should be made to carry out economic transformation in which science and technology holds the key.

In macro-regulation, administrative means have been given too much attention while economic and legislative means are still inadequate. This does little to advance economic transformation. It is of critical importance that incentives should be provided to make innovation in economic development.

We should combine gains of enterprises with efforts to promote environmental protection. Taxation and fiscal policies as well as wages policies ought to be formulated to stimulate efforts to protect the environment, promote low-carbon and green development and raise the quality of economic development.
