The First Environmental Protection Conference of the Central and Western Regions is to be Held in July in Beijing

The First International Energy Conservationg & Environmental Protection Industries Promotion Conference of the Central and Western Regions, jointly hosted by International Ecological Economy Promotion Association (IEEPA), the United Nations Industrial Development Organization (UNIDO) and relevant organizations in central and western China, will be held in Beijing between July 26th and July 27th, 2014.

In recent years, energy conservation and environmental protection industries have enjoyed rapid growth and revealed huge market potential. According to the twelfth five-year plan, by the end of 2015, the technologies and equipment for energy conservation and environmental protection will have improved greatly. Meanwhile, the market share of highly-efficient and energy-saving products will increase to more than 30% from the current 10%, the market share of recycled and environment-friendly products will grow substantially, and the energy conservation and environmental protection services will improve rapidly.

With the implementation of national policies aiming to support and develop the central and western regions, and with the industrial transfers and upgrading of the eastern region, technologies and capitals have flown to central and western China, making these regions the new battlefront for energy conservation and environmental protection industries. In addition, the state urbanization plan unveiled at the beginning of this year promotes the industrialization and urbanization of China. A new round of market development in central and western China is essential to propel the total output of energy conservation and environmental protection industries to 4.5 trillion yuan in 2015. The increase will account for 2% of GDP, making these industries the new pillar of the economy.

However, most energy conservation and environmental protection enterprises in the central and western regions are of small or medium size. Dragged by the lack of competitive technologies, the single business pattern, and the improper composition of human resources, it is difficult for these enterprises to develop in a rapid and efficient way on their own. These industries need to accelerate the import of technologies and products, especially the overall industry chain, and to strengthen international cooperation with banks and professional organizations. Only in this way will they become the new spotlight in the economic growth of the central and western regions.

The conference is organized by ˇ°International High-level Energy Conservation & Environmental Protection Industries Promotion Platform of the Central and Western Regionsˇ±, also known as IPCW, which was established on January 18th, 2014 in Lanzhou, capital city of Gansu province. With accurate and professional operation, IPCW has provided a high-level and specialized cooperation platform, encouraging international organizations, financial institutions, and domestic and foreign enterprises to enter central and western China. IPCW has also established a system that integrates international and domestic resources, facilitating and supporting the development of energy saving and environmental protection industries of central and western China.

International High-level Energy Conservation & Environmental Protection Industries Promotion Conference of the Central and Western Regions, organized annually, promotes the import of advanced energy saving and environmental protection technologies, attracts foreign funds, urges relevant governmental departments in central and western China to carry out major green projects and encourages the promotion of environmentally friendly products. By improving the competitiveness of the energy conservation and environmental protection industries and exploiting their market potential, the conference will create new economic growth points, find business opportunities and bring wealth for the enterprises in the central and western regions.

Gansu, Shaanxi, Henan and Sichuan provinces, together with the Inner Mongolia Autonomous Region, will have the priority to participate the conference. To guarantee the effectiveness of cooperation, only sixty enterprises in each of the above province or autonomous region are invited to the conference. A few representative enterprises in other provinces, municipal cities, and autonomous regions are also invited.

The conference will lay emphasis on five industries: energy conservation, environmental protection, resources recycling, new and renewable energy, and modern and ecological agriculture. The specific cooperation projects in each industry between domestic and foreign enterprises are detailed as follows:

I. Energy Conservation

Cooperation in energy conservation technologies, facilities, products and services, in particular in the following fields: electricity distribution and transmission, industrial energy conservation, energy efficient building design, illumination and transportation.

II. Environmental protection

Cooperation in environmental protection technologies, facilities, products and services in particular in the following fields: water treatment, air pollution control, refuses disposal, soil remediation, environment monitoring and noise elimination.

III. Resources recycling

The resources needed to be reused include mineral-associated resources, industrial solid waste, automotive engineering components, scrap items (not mental, electronic or automotive items), kitchen waste, agricultural and forestry residues, industrial waste water, domestic sewage and rainwater.

IV. New and renewable energy

The cooperation on mature technologies that can be translated into production on an industrial base is expected to cover four fields: the biomass energy conversion, such as small and medium sized methane project and biomass gasification gas and power generation projects, solar photoelectricity generation and heating, geothermal electricity generation and heating, and wind power generation.
