International Biomass Green and Low-Carbon Energy Base Project Has Been Successfully Launched

On August 12, 2013, the International Three-Carbon (carbon emission reduction, sequestration and capture) Green Energy Base Project was formally launched at Jianguo Garden Hotel in Beijing under the leadership of IEEPA and UNIDO, and the International Three-Carbon Business Workshop and Signing Ceremony of Construction and Development Cooperation of Green and Low-Carbon Energy Base was also held during the same period.

Edward Clarence-Smith, representative of UNIDO in China, Mongolia, ROK and DPRK delivered an opening speech. The project has obtained the guidance and instruction from Wang Yuqing, former vice minister of the Ministry of Environmental Protection and vice chairman of the Committee of Human, Environment and Resource of the 11th CPPCC, Liu Yanhua, counselor of the State Council, former vice minister of the Ministry of Science and Technology and He Jiankun, deputy director of National Climate Change Expert Committee, president of Institute of Low Carbon Economy of Tsinghua University. IEEPA General Secretary Jon Li chaired the meeting. Some advices and opinions were also given by officials and experts from the Policy Research Office of the CPC, NDRC's International Cooperation Center, Energy Conservation and Comprehensive Utilization Department, Ministry of Industry and Information Technology (MIIT), ADB and CSAM, Torch High Technology Industry Development Center of Ministry of Science and Technology, Administrative Center for China's Agenda 21 of Ministry of Science and Technology and so on.

On the basis of green energy sources integrating desertification control with biomass thermoelectricity, the project has attracted joint participation and construction by IEEPA and UNIDO in partnership with ADB, ICC/NDRC, State Forestry Administration and the Ministry of Agriculture, and closely complied with the UN¡¯s industrial and energy technology development concept and China¡¯s industrial policies; taking international and domestic green energy (biomass thermoelectricity) as a core, the project will build simultaneously three-carbon demonstration base encompassing forest carbon sequestration and desertification control, biomass power generation and spirulina cultivation, with a view to form ¡°Biomass Three-Carbon Economy¡± investment and operation system by introducing governmental and non-governmental capitals. Aside from expanding the current base and building new ones in Inner Mongolia autonomous region in the next three years, the project has also set its goal to expand its investment in the construction of green energy base in South Africa, Mongolia and Mexico. The project was listed as the demonstration project of woody biomass energy development of the State Forestry Administration in 2009, and conferred as desert industry demonstration base of Inner Mongolia in 2011. This strategic cooperation led by IEEPA and UNIDO will increase further its international and scalable effect, and enhance the competitive edge and economic benefit of ¡°desertification control industrialization low-carbon economic mode¡±.

The partners will also construct and develop ¡°international operation and demonstration center for carbon sequestration and capture of spirulina¡±by collaborating with the international CCS and application center, the Ministry of Agriculture and the National Health and Family Planning Commission, which will gradually be built into one of the largest spirulina R&D, production, processing and sales bases in China and even Asia-Pacific region.

At the same time, UNIDO and IEEPA also promised to provide free support for the project in terms of rights and interests from ¡°Forestry Carbon Sequestration¡± and ¡°CO2 Emission Reduction Trading¡±, capital and partner concerned, and assisted to build ¡°International Institute of Green and Low-Carbon Energy Investment on the scene of the project base. Besides, the project will obtain the guidance from high-ranking officials from NPC, CPPCC, the State Council and Chinese Academy of Engineering, and form a thematic report of International Key Green and Low-carbon Energy Base of Biomass Three-Carbon Economy under the assistance of UN system, ADB and governmental ministries and committees, which will be submitted to the State Council and central ministries and committees for consideration once it is finished.

The signing ceremony of the project attracted numerous officials and experts including Zhou Changyi director general of Energy Conservation and Comprehensive Utilization Department, Ministry of Industry and Information Technology (MIIT), Sun Zhen, deputy director general of Climate Change Department of National Development & Reform Commission, Shen Longhai, director of IEEPA Expert Committee, Wang Ruipu, former deputy instructor of the Central Party School of CPC, Shen Yiyang, senior carbon financing and energy expert of ADB, Adegboyega Ajani, industrial development officer of UNIDO in China and Peng Sizhen, Vice Director of Administrative Center for China's Agenda 21 of Ministry of Science and Technology and the like.
