Japanese METI Official Visited the Association

On November 16, 2011, Izuru KOBAYASHI, director for Climate Change Global Environmental Affairs Office of Ministry of Economy, Trade and Industry (METI), Japan, accompanied by IIDA Hirobumi, counselor of Japan Embassy in China, paid a visit to IEEPA. IEEPA secretary-general Jon Li and director Shen Longhai gave a reception. Both parties held a talk consequently.

First, Jon Li expressed his welcome: this visit will play a key role for enhancing friendship, establishing cooperative bridge between government and non-government organizations; Izuru KOBAYASHI accepted this view, and expressed thanks for IEEPA¡¯s reception.

During the talks, Jon Li introduced the work of IEEPA. He said: China¡¯s energy efficiency work currently was focused on four fields of industry, building, communication and daily life. IEEPA hereby established China energy-efficiency project promotion program, aiming at forming exemplary and expandable development mode. In the process of energy efficiency promotion, business operation and profit space are two important factors to consider; currently, China¡¯s first-tier cities did a good job in energy-conservation retrofit; while second or third-tier cities were facing a series of barriers like self-consciousness, capital and capacity building; besides, the standards China set during the 11th five-year plan (FYP) are too high for some cities to implement, and some solutions according to local conditions are necessary for some cities. The objects and standards during the 12th FYP period are more feasible and practical.

Izuru KOBAYASHI insisted: Japan has started to attach importance to energy conservation and environmental protection work since 1970s. It has advanced technologies and accumulated abundant practice experience; local enterprises have launched commercialization mode for energy efficiency development; generally, enterprises will submit energy efficiency report and timely data to relevant governments for appraisal and test. Advantageous or exemplary enterprises and projects will be picked out for nationwide promotion and application; I hope, via such platform as IEEPA, to promote advanced technology exchanges, share experience between government and non-government organization.

Shen Longhai indicated that: Chinese government has distributed per capita GDP energy index into each province, city and enterprise during the 11th five-year plan period, and this policy was further enhanced during the 12th FYP; we shall formulate sound and complete planning for overall urban energy-conservation projects, in which domestic and overseas experts, academic institutions and international organizations shall take an active part; As for energy efficiency appraisal, some Chinese cities have established online monitoring mechanism, aiming at timely monitoring energy consumption status of cities and key enterprises; both parties may enhance exchange to enhance enterprise cooperation.

Besides, both parties also discussed the Asia-Pacific Partnership on Clean Development and Climate (APP) and Global Superior Energy Performance Partnership (GSEP), improvement of industrial efficiency, energy efficiency, environmental effect, experience and paradigm, made efforts to seek cooperation chance with related international financial organizations like Asian Development Bank, World Bank and so on.

The talk lasted two hours. In conclusion, both parties exchanged opinions on future cooperation intention, with a view to jointly developing energy conservation and environmental protection work.

Other staff from Japan Embassy to China, IEEPA Research Department also participated in the meeting. Then, Jon Li hosted a welcome banquet for Japanese delegation.
